feat: add Validação Técnica checklist to the EEG module ... 4b21fd3d7f

Adds a new test type for clinic/equipment onboarding validation, separate
from Report/TestRun, with DOCX and PDF export following the Neurogram
template. Checklist items ship pre-seeded as reusable library scenarios,
and the Ressalvas section always renders (shows "Nada consta." when empty)
instead of being hidden like other exports. HubSpot fields are stored but
not yet wired to a lookup.

fix: update expected Alembic head after Validação Técnica migration ... 8bb6b96e03

CI's SQLite restore drill and its docs hardcoded the previous migration
revision as the expected head; bump both to 373cb1c626b5 now that it's
one revision ahead.
